만일 200명을 위한 큰 파티를 당신이 열었는데, 초청 손님들 중 가장 보고 싶었던 한 사람이 답변을 주긴 했으나 결국 모습을 보이지 않았다면 당신은 어떤 기분이 들까? 이것은, 몽골의 수도 울란바토르에서 지난 6월 5일부터 6일까지 개최된, 내가 자리를 같이 한, 몽골 정부 인사들과 학자들을 위한 반관(半官)-반민(半民) 성격의 1.5 트랙 포럼인 동북 아시아 안보를 주제로 한 제6차 울란바토르 대화 국제회의 (UBD)로의 북한 인사들의 참가를 염두에 둔 시나리오였다, 상황이 이러함에도, 몽골은, 북한 이슈에 대한 의미 있는 대화 상대자로서, 지역 전력망에서의 풍력 그리고 태양광 활용 확대와 관련해 현재 진행 중인 논의와 같은 동북 아시아의 경제적 통합 노력의 참여자로서 자국의 역할을 입증해 내는 데 성공했다.
 
몽골이 미국의 도널드 트럼프 미국 대통령과 북한 지도자 김정은 사이의 두 번의 북미 정상 회담 중 한 번의 정상 회담 개최지로 고려되긴 했으나, 결국, 몽골은 최종 개최지로는 선택 받지 못했다. 물론, 북한이 사회주의 국가에서 체제 전환을 이룬 초보 민주주의 국가보다는 권위주의적인 개최지를 선호할 것이라는 점을 전혀 예상하지 못한 것은 아니었다. 그러나, 몽골은, 북한 인사들과의 회동을 통해, 종종 간과되고 있긴 하나, 동북 아시아 외교의 촉진자로서의 중요한 역할을, 최근 수 년 동안 수행해 왔다. 몽골의 담딘 초그트바타르 외교부 장관의 표현대로, 몽골은, 애초에는 사회주의 국가였다가, 최근에는 새로운 진전을 이룬 민주주의 국가가 됐다는 자국의 독특한 역사로 인해, 동북 아시아에서 “평화의 가교(架橋)”가 될 수 있는 잠재력을 갖추고 있다. 아울러, 몽골은 한국과 북한 두 나라와 공히 우호 관계를 향유(享有)하고 있는 일부 국가들 중 하나이기도 하다. 몽골의 한국과의 관계는 깊은 역사적, 문화적 뿌리를 공유하고 있고, 한몽 두 나라의 민주화를 통해 한몽 간의 상호 친밀감은 심화-강화돼 왔다. 미국의 전직 외교관이자 몽골 대외 정책 전문 연구원인 얼리샤 캠피(Alicia Campi) 박사는, 몽골의 민주주주의로의 체제 전환 이후에, 북몽 간의 궤적(軌跡)에 상이점이 존재하고 있음에도, 오랜 기간 동안 이어져 온 북몽 두 나라 간 관계는 현재 “평가절하” 되어 있는 상태라고 밝혔다. 이 북몽 두 나라는, 북한이 자국 노동자들을 몽골에 제공 (유엔 제재로 인해 이것은 지난 2018년에 금지됐다)하는 등, 상호 유익한 경제적 유대 관계를 유지해 왔다, 지난 2013년, 몽골의 차히아긴 엘베그도르지 당시 대통령은 북한의 수도 평양 공식 방문 기회를 활용해 자국 몽골의 핵(核) 위기 해결 중재자 역할을 북한에 제안한 바 있다. 몽골의 차히아긴 엘베그도르지 전임 대통령은, 대통령 재임 당시, 북한 지도자 김정은을 만난 첫 번째 외국 국가 지도자가 되었으며(☞위시닉 교수가 착각을 한듯하다. 김정은 집권(2011. 12) 이후 최초의 외국 지도자로서 북한을 방문(2013. 10)한 것은 맞지만, 김정은과는 만나지 못한 채, 대신 김영남 당시 북한 최고인민회의 상임위원회 위원장을 만났다. <=Alex KANG), 아울러 그의 후임자인 몽골의 할트마긴 바트톨가 대통령은 북한 지도자 김정은에게 몽골 방문을 위한 초청장을 보냈다. 지난 2018년 12월에는, 북한의 리영호 외무상이 북몽 수교 70돌 기념 차 몽골의 수도 울란바토르를 방문했다. 아울러, 몽골 정부 인사들은, 북한에 의해 강제 납치된 일본인들의 송환이 가능하도록 도움을 주고, 또한 탈북 북한 주민들의 한국 정착이 가능하도록 한국을 지원하는 등, 수많은 비공개 물밑 조정(調停) 노력들을 기울여 오기도 했다. 비핵(核)화 국가이자 강대국들에 둘러싸인 미미한 개발 도상국으로서, 몽골의 정부 인사들은 그들의 경험이 현재 진행 중인 한반도 안보 논의와 밀접하게 관련돼 있다고 믿고 있다 . 이러한 목적을 달성하기 위해, 일부 인사들은, 최근 개최된 울란바토르 대화 국제회의(UBD) 현장에서, 향후에 열릴 핵(核) 위기 관련 다자 간 회담에, 러시아 인사들이 예전에 지지했던 지위(地位)를 가진 국가로서, 몽골의 참가를 제안했다.
 
이번 6월에 개최된 2019 울란바토르 대화 국제회의(UBD)에 북한이 불참했던 것 이외에도, 몽골의 수도 울란바토르에서 관심의 초점이 됐던 또 다른 주제는, 러시아와 중국 두 나라가 몽골에 촉구해 왔던 몽골의 상하이 협력 기구(SCO)의 정회원국 지위 획득 모색 여부였다. 회원국 지위 획득은, 인도와 파키스탄 두 나라가 가입했던 지난 2017년까지, 중국, 러시아, 그리고 중앙 아시아 국가들에게는 제한돼 온 바 있다. 몽골은, 지난 2004년 이래로, 상하이 협력 기구(SCO)에 옵서버 국가로 참여해 왔다. 몽골 정부의 일부 인사들은 몽골의 정회원국 지위 획득은 몽골, 러시아, 그리고 중국 간의 신뢰 관계를 증진할 것이며, 아울러 잠재적으로 이들 3국 간 경제적 협력 계획에 새로운 활력을 불어 넣을 것이라고 주장한다. 하지만, 또 다른 한편에서는, 그러한 움직임은 몽골의 “제3의 이웃 나라” 정책을 위태롭게 할 여지가 있으며 아울러 몽골은, 기타 다른 상하이 협력 기구(SCO) 회원국들처럼, 폭력주의, 극단주의, 그리고 분리주의 등을 둘러싼 공동의 관심 사안들을 공유하지 못할 것이라고, 반박한다. 더욱이, 러시아와 중국 두 나라와 미국의 관계가 걱정스러운 이 시점에, 몽골의 상하이 협력 기구(SCO)의 회원국 지위 획득은 위싱턴의 미국 정부를 비롯한 기타 다른 서양 국가들 내에서는, 몽골이 나토(NATO=북대서양조약기구)와 군사적 협력을 한 역사가 있음에도 불구하고, 반(反)나토(NATO) 움직임으로 해석될 여지가 있다, 확실히, 지난 여름 벌어진 대규모 러시아 군사 합동 훈련인 ‘보스토크 2018’에, 몽골이, 중국군 파견 부대와, 참가했던 것은 일부의 눈살을 찌푸리게 했다.
 
인도가, 그동안, 자국의 상하이 협력 기구(SCO)의 회원국 지위 유지와 미국을 비롯한 기타 민주주의 국가들과의 자국의 동반자 관계 유지라는 대조적 두 사안 사이에서, 순조로운 항해를 지속해 올 수 있긴 했으나, 인도는, 몽골처럼 자국의 지속가능 개발 유지와 두 이웃 강대국으로부터의 자국의 독립이라는 대조적인 두 사안 사이에서 균형 유지를 모색 중인 내륙 국가 만큼, 같은 상황의 경제적 또는 지정학적 압력에 직면해 있진 않다. 몽골의 지위에 변화가 있을 것이라는 기대에도 불구하고, 키르기스스탄의 수도 비슈케크에서 열린 상하이 협력 기구(SCO) 정상 회의에 몽골의 할트마긴 바트톨가 대통령이 자리를 같이 했음에도 몽골은 옵서버 지위로부터의 어떠한 변화도 이끌어내지 못했다. 몽골의 할트마긴 바트톨가 대통령은, 몽골의 상하이 협력 기구(SCO) 회원국 지위 획득 여부가 몽골 현지에서 논란이 되고 있음을 인정하며, 기구 내에서, “몽골은 참여 증가 단계를 타진하고 있는 중”이라고 전제하고, 옵서버 국가들과 여러 국제 기구의 본 기구 가입이 가능하도록 하는, 본 키르기스스탄의 수도 비슈케크 정상 회의에서의 회원국들과의 논의를 통한, 추가적 기회에 대한 지지 의사를 밝혔다..
 
중국의 시진핑 주석, 러시아의 블라디미르 푸틴 대통령, 그리고 몽골의 할트마긴 바트톨가 대통령은, 지난 2014년 중국의 시진핑 주석이 제창한 일대일로(一帶一路)의 해당 당사국 대표 자격으로, 이미 구축된 중국-몽골-러시아 간의 경제적 수송망이라는 기본 틀 안에서 이들 3국 간 협력을 논의하기 위해, 상하이 협력 기구(SCO) 정상 회의 일정과는 별도로, 서로 조우(遭遇)했다. 이 세 나라 대통령들은, 각자의 개인 발언을 통해, 이 수송망과 관련한 각기 서로 다른 전망을 내 놓았다. 현재 3국 간의 의견 합의가 결여된 상황임을 고려해 보면, 현재까지 계획된 프로젝트 완공은커녕, 상호 수락 가능한 타당성 조사 실시조차 완료하지 못한 채, 이 수송망 구축이 거의 진전을 보지 못하고 있다는 사실은 그리 놀랄만한 일은 아니다. .
 
몽골은 두 이웃 나라와의 3국 간 경제적 의제(議題)를 의욕적으로 지지해 왔으나, 몽중 간, 몽러 간 등 각기 두 나라 사이의 쟁점들로 인해 의제 시행의 진척은 방해를 받아 왔다. 다른 한편으로는, 중국-러시아 간의 지역적 협력의 속도가 더딘 관계로 몽골을 경유하는 도로-철도 연결망 구축이라는 3국 간 계획은 지연돼 왔다. 예컨대, 러시아 아무르 주 주도인 블라고베셴스크 시에서 중국 헤이룽장 성의 자유경제지역 헤이허(黑河=Heihe) 시까지를 잇는, 기록 상으로 보면 지난 1995년 에 착공돼 긴 우여곡절 끝에 이번 달 초에 마침내 완공된, 이 러중 가교(架橋)는, 도로-철도 연결망으로 완성될 새로운 수송 경로에서, 핵심적인 연결 수단이 될 것이다. 요컨대, 중국-러시아 간의 제2차 가스 파이프라인의 몽골 영토 통과 가능성 여부는, 노선 확정과 공급 가격 책정, 동시에 제3의 국가들을 통과하는 파이프라인을 에너지 안보 위협으로 간주하는 중국의 견해, 또한 동북 아시아 에너지 전력망 구축에 대한 중국의 견해에 영향을 끼칠 개연성이 있는 이해 관계 등을 둘러싸고 오랜 기간 동안 이어지고 있는, 중국-러시아 간의 최종 협상 결과에 달려 있다 할 것이다. 통관 수속과 철도 물류 수송 간소화를 목적으로 하는 중국-몽골-러시아 3국 간 협력의 또 다른 기타 핵심 지역들도 또한 각기 몽중, 몽러 등 두 나라 간의 협상이 필요한 상태이다.
 
한편, 몽골은, 점점 심화-강화되는 중국-러시아 간의 정치적 동반자 관계로 인해, 두 이웃 나라와 각자 맺고 있는 자국의 우호적인 관계 측면에서, 두 나라 중 어느 쪽으로부터든 경제적 의존에서 탈피하겠다는 목표, 요컨대 한층 더 어려울 법도 한, 균형 조정 노력을 하지 않을 수 없게 되었다. 몽골의 할트마긴 바트톨가 대통령은, 몽골 국민들의 반중(反中) 정서에 부응해, 대통령 취임 첫 해에는 모스크바의 러시아 정부 쪽으로 좀 더 기울어진 친러 정책을 펴는 것으로 비쳐지긴 했으나, 몽골의 할트마긴 바트톨가 대통령은, 무역과 투자 측면에서 중국에 대한 자국의 상당한 의존이 불가피하다는 사실을 염두에 두고, 지난 2018년 이래로, 중국의 시진핑 주석과의 일련의 회동을 통해 몽골의 대외 정책의 균형 재조정을 모색해 온 바 있다, 그러나, 무역과 투자를 위한 중국에 대한 몽골의 과도한 의존은, 중국이 자국의 경제적 침체로 인해, 10년 전 몽골의 경제적 위기를 이미 악화시킨 실체인, 몽골의 광물 자원에 대한 요구를 감소시키는 바람에, 새로운 취약성을 도출해내고야 말았다. 몽골의 향후 도전 과제는, 자국의 다양한 다자 간의 향후 계획을 도출하고, 자국의 “제3의 이웃 나라” 정책을 활용함으로써, 두 이웃 강대국의 즉각적 압력의 이면을 살펴 가며, 세계 무대에서 몽골의 활약을 모색할 수 있는 자국의 창조적인 대외 정책 사고를 시행하는 것에 있다 할 것이다.

Mongolia : Bridge or Buffer in Northeast Asia?
 
Reflections from the 6th Ulaanbaatar Dialogue and beyond.

What if you held a big party for 200 people and one of the guests you most wanted to see RSVPed but never showed up? This was the scenario with North Korea’s absence at the sixth Ulaanbaatar Dialogue (UBD) on Northeast Asian Security, a 1.5 level forum for officials and academics, which I attended from June 5-6 in the Mongolian capital. Nonetheless, Mongolia succeeded in making its case as a meaningful interlocutor on North Korean issues and a participant in Northeast Asian economic integration efforts, such as ongoing discussions about expanding the use of wind and solar power in a regional power grid.
 
Although Mongolia was considered as a venue for one of the summits between U.S. President Donald Trump and North Korean leader Kim Jong Un, it was eventually not selected. Of course, it was not unexpected that North Korea would prefer an authoritarian host to a fledgling democracy that had made a transition from socialism. Nevertheless, Mongolia has played an important, if often overlooked, role over the years as a facilitator of Northeast Asian diplomacy with North Korean officials. As Foreign Minister Damdin Tsogtbaatar put it, Mongolia has the potential to be a “bridge for peace” in Northeast Asia, due to its own unique history as a socialist state and more recent development as a democracy.
 
Mongolia is also one of a few countries to enjoy good relations with both South and North Korea. Mongolia’s relations with South Korea have deep historical and cultural roots, and democratization in both countries has deepened their mutual affinity. Alicia Campi, a former diplomat and scholar of Mongolia’s foreign policy, notes that its longstanding bilateral relations with North Korea are “underappreciated. ” Despite the differences in their trajectory after Mongolia’s democratic transition, the two countries have retained mutually beneficial economic ties, including the provision of North Korean guest workers (until sanctions prohibited this in 2018). Then-President Tsakhiagiin Elbegdorj used the occasion of a state visit to Pyongyang in 2013 to offer his country as a mediator in the nuclear crisis (as well as to praise democracy during his speech at Kim Il Sung university). The annual Ulaanbaatar Dialogue began in 2014 as a means of encouraging regionwide security discussion and reducing distrust among the parties in the aftermath of the collapse of the Six-Party Talks.
 
Elbegdorj was the first foreign leader to meet Kim Jong Un,(☞This is not true. It's right that he was the first foreign leader to visit Pyeongyang(October, 2013) after Kim Jong Un took power(December, 2011). But he failed to meet Kim Jong Un in Pyeongyang, but met North Korean President of the Presidium of the Supreme People's Assembly Kim Yong-nam. <=Alex E. KANG) and his successor, President Khaltmaagiin Battulga, extended an invitation to the North Korean leader to visit Mongolia. In December 2018, North Korean Foreign Minister Ri Yong Ho visited Ulaanbaatar to celebrate 70 years of diplomatic relations between the two countries. Mongolian officials have also participated in a number of less public mediation efforts, helping to facilitate the return of Japanese abductees from North Korea and assisting South Korea in resettling North Korean refugees. As a nuclear weapons-free state and a small developing country surrounded by stronger powers, Mongolian officials believe their experience is highly relevant to ongoing discussions of security on the Korean Peninsula. To this end, at the recent UBD some proposed Mongolia’s participation in future multilateral talks on the nuclear crisis, a position that Russian officials supported in the past.
 
Apart from North Korea’s no show at the June 2019 UBD, the other hot topic in Ulaanbaatar was whether or not Mongolia should seek full membership in the Shanghai Cooperation Organization (SCO), which both Russia and China have encouraged. Membership was restricted to China, Russia, and the Central Asian states until 2017, when India and Pakistan both joined. Mongolia has been an observer in the SCO since 2004. Some Mongolian officials contend that full membership would enhance trust between Mongolia, Russia, and China, and potentially add new dynamism to their trilateral economic cooperation plans. Others argue that such a move might compromise Mongolia’s “third neighbor” policy and that Mongolia does not share the same concerns as other SCO members over terrorism, extremism, and separatism. Moreover, at a fraught time in U.S. relations with both Russia and China, Mongolia’s membership in the SCO might be construed in Washington and other Western capitals as anti-NATO, despite Mongolia’s history of military cooperation with it. Certainly, Mongolia’s participation last summer in the major Russian military exercise, Vostok, along with a contingent of Chinese forces, raised some eyebrows.
 
While India has been able to navigate between membership in the SCO and its partnership with the United States and other democracies, it does not face the same economic or geopolitical pressures as landlocked Mongolia, which seeks to balance sustainable development with independence from its two powerful neighbors. Despite expectations of a shift in Mongolia’s position, Battulga’s attendance at the SCO summit in Bishkek did not lead to any change from his country’s observer status. Admitting that SCO membership remained controversial at home, the Mongolian president noted that “Mongolia is exploring levels of increase of its participation” in the organization and supported the additional opportunities at the Bishkek summit for observer states and international organizations to join in the discussions with member states.
 
Presidents Xi Jinping, Vladimir Putin, and Battulga met on the sidelines of the summit to discuss their trilateral cooperation in the framework of the China-Mongolia-Russia-Economic Corridor established as a part of the Belt and Road in 2014. In their individual statements, each president provided a different vision of what this corridor should involve. Given the lack of consensus among the three, it is not surprising that the corridor has made little progress so far, not even in achieving mutually acceptable feasibility studies, not to mention completing planned projects.
 
Mongolia has enthusiastically supported the trilateral economic agenda with its two neighbors, but bilateral issues have stymied its progress. On the one hand, the slow pace of Sino-Russian regional cooperation has held up trilateral plans for road and rail connections via Mongolia. For example, the bridge from Blagoveshchensk, Russia, to Heihe, China, on the books since 1995 and at long last constructed earlier this month, will be a key link in these new transit routes once road and rail connections are completed. The possibility of a second Sino-Russian gas pipeline transiting Mongolian territory depends on the protracted Sino-Russian negotiations over routing and pricing, as well as China’s view of pipelines transiting third countries as an energy security risk, a concern likely to color its view of a Northeast Asian energy grid as well. Other key areas of China-Mongolia-Russia trilateral cooperation (simplifying customs clearance and rail logistics) also need to be negotiated bilaterally.
 
On the other hand, the deepening Sino-Russian political partnership makes Mongolia’s effort to balance a good relationship with each of its two neighbors -with the goal of avoiding economic dependence on either one -all the more difficult. Although Battulga, responding to anti-Chinese sentiment in the Mongolian public, appeared to be tilting more toward Moscow in his first year in office, a series of meetings with Xi since 2018 have sought to rebalance Mongolian foreign policy, given the inescapable fact of the country’s considerable reliance on trade and investment from China. Nonetheless, excessive dependence on China for trade and investment creates new vulnerabilities, as economic stagnation in China diminishes its demand for Mongolian minerals, a fact that already worsened Mongolia’s economic woes earlier in the decade. The challenge will be for Mongolia to implement some of its creative foreign policy thinking, which looks beyond the immediate pressures of the two large neighbors and seeks to put Mongolia on the map through a variety of multilateral initiatives as well as its “third neighbor” policy.
