일본 집요한 반대 뚫고 개가

캘리포니아의 공립고교에서 내년 신학기부터 일본군 위안부역사를 가르치게 됐다고 15일 가주한미포럼이 밝혔다.

 

가주한미포럼의 김현정 사무국장은 캘리포니아주 교육부가 내년 가을학기부터 캘리포니아 내 공립 고등학교에 다니는 모든 10학년생이 세계사 시간에 위안부 역사를 배울 수 있도록 최종 결정했다고 전했다.

 

가주 교육위원회는 전날 새크라멘토 소재 주 교육부 청사에서 회의를 열고 ‘캘리포니아 공립학교 역사-사회과학 교과과정 지침 2016년 개정안’에 대한 공청회(公聽會)와 토론을 연 후 만장일치로 통과시켰다.

 

이번 결정은 일본 정부와 일본계 커뮤니티가 역사교육 통과를 막기 위해 총력전을 전개했다는 점에서 기념비적인 승리로 평가되고 있다. 일본정부는 그동안 교육당국을 상대로 반대로비를 벌였고 재미일본커뮤니티도 온오프라인에서 위안부 역사를 왜곡(歪曲)하고 억지주장을 펼치는 등 방해공작을 일삼아 왔다.

 

이에 가주한미포럼과 SF 한국교육원, 재미한국학교 북가주협의회 등 한인사회는 주류 사회와 정치인들에게 위안부 범죄를 ‘20세기 최악의 성노예, 인권 유린’의 사례로 들고 여성과 아동인권과 올바른 역사교육을 학교에서 가르쳐야 한다는 당위성(當爲性)을 강조해 왔다.

 

지난해 샌프란시스코 시의회에서 위안부 결의안을 통과시킬 당시엔 ‘위안부문제 해결을 위한 연합(CWJC)’과 LA나비, 미주3·1여성동지회, 한미연합회 등 단체와 교회 및 성당 등 교계가 한덩어리가 되어 지지 캠페인을 펼쳤다.

 

이번에 승인된 교과과정 지침 개정안에는 "일본군은 제2차 세계대전 이전과 전쟁 중에 이른바 성노예인 위안부들을 점령지에 강제로 끌고 갔다", "위안부들은 제도화된 성노예로서 20세기 최대 인신매매의 사례로 가르칠 수 있다"는 내용이 담겨 있다.

 

가주한미포럼 김현정 사무국장은 “위안부 역사교육은 뉴저지에서 통합교육으로 시행한데 이어 미전국에서 두 번째가 된다”고 의미를 부여하고 “할머니들께 이 기쁨을 전하고 싶고 특히 풀뿌리 서명운동에 적극 참여해 주신 모든 동포들께 감사드린다"고 말했다.

 

김현정 국장은 “가주의 결정이 다른 주에도 지대한 영향을 미칠 수 있다. 위안부 역사를 가르치는 주가 늘어나도록 한인 학부모들이 더욱 관심을 기울여달라”고 당부했다.

Historic Victory!

 

History was made at the California Department of Education today where the Board of Education adopted the revision of the framework for History-Social Science that includes a guideline to teach 'Comfort Women' history to California 10th graders. California is the second state after New Jersey in the US that will incorporate 'Comfort Women' history in its history textbook.

 

During the two months public comment period (January and February of 2016) offered by Instructional Quality Commission that oversaw the revision process, 20,000 Californians, led by a group of civic organizations including KAFC, expressed support for inclusion of 'Comfort Women' history in California textbook.

 

The guideline reflects the essence of H.Res.121, unanimously passed at the US Congress in 2007 that calls for education of this history, describing the 'Comfort Women' as a euphemism for an institutionalized sexual slavery by Japanese military during wartime. The guideline also explains that it is believed an estimated hundreds of thousands of women were victimized.

 

"History was made today" said Phyllis Kim, the executive director at KAFC who spoke in support of the revision at today's BOE hearing in Sacramento. "It is time for the Japanese government to own up the history and start teaching this dark chapter of history in Japanese schools." Members of CWJC, a multi-ethnic, community organization that is working with the City of San Francisco to build a 'Comfort Women' memorial in San Francisco, also spoke.

 

Despite growing global awareness about this crime against humanity by the Japanese during 1930s and WWII, Japanese government is still refusing to accept state responsibility, staging a denial warfare with 500 million dollar budget.
